§ 51.092 CHARGES FOR WATER AND SANITARY SEWER CONNECTION.
Effective on all bills issued after April 15, 2011:    
   (A)   Base Charge: The base charge for each water service connection and for each sanitary sewer service connection shall be as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code. The base charge for each water service connection shall be based upon the diameter of the water service pipe. The base charge for each sanitary sewer service connection shall be based upon the diameter of the water service connection serving the same premises, regardless of the diameter of the sanitary sewer connection tile or pipe.
   (B)   Additional Charges: In addition to the above provided base charges for water service connections and for sanitary sewer connections, the following additional charges shall be applied as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code and made for each such respective service as follows:
      (1)   Multiple-Family Building. For each separate apartment or dwelling unit contained therein in excess of 1, as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
      (2)   Multiple-Family Building Owned By Nonprofit Organization. Multiple-family residential buildings owned by a State licensed nonprofit healthcare organization subject to State of Illinois license regulations restricting occupancy in each unit, as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
      The PE usage for purposes of calculating this additional charge shall take into account not only the occupants of each unit but also the number of employees working in the building.
      Should the State restrictions ever change allowing additional occupants in each unit, a recalculation shall take place and the owner shall pay to the Village any additional amount owed.
      (3)   Hotel And Motel. For each lodging room, or unit, contained therein, in excess of 4, as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
      Every living unit containing 2 or more rooms, in any hotel, motel or dormitory, which is, or will be, equipped for complete living purposes shall be considered as an apartment and the additional charges shall be calculated according to the comprehensive fee schedule set forth in Section 12.02 of this code.
      (4)   All Uses Other Than Residential.
         (a)   If the exact use(s) is contained within the definitions for categories in the Illinois Administrative Code, the per PE charge shall be as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code:
         (b)   If exact use(s) is not contained within the definitions for categories in the Illinois Administrative Code and the owner of a proposed building provides historical use data from a fully functional building being used to its complete capacity having exactly the same dimensions and use(s) or similar dimensions and use(s) as solely determined by the Village Engineer, then the historical PE use data shall be the basis for a calculation of the additional charge at 115% of the historical use calculation with the per PE charge being as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code:
         (c)   If neither division (B)(4)(a) nor (B)(4)(b) of this section is applicable, the Village Engineer shall calculate the additional charge based upon other data or standards supplied by the owner of a proposed building which are acceptable to the Village Engineer or other data or standards found by the Village Engineer or upon his interpretations of similar use categories contained in the Illinois Administrative Code and the per PE charge shall be as set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
   (C)   Recalculation Of Charges: Should the water and/or sewer use in any existing building increase due to change in size or change in use, a recalculation of the charges provided for in thissection shall be made as determined by the Village Engineer and the owner shall pay to the Village any additional amount owed.
   (D)   Annual Review And Rate Plan:
      (1)   Each year, as part of the annual budget process, the Village Board will examine the financial status of the Water and Sewer Enterprise Fund to determine if the rate plan can be amended. The rate plan shall increase the rates and charges established in this section by 4.0% annually on April 15 each year.
