Any person, corporation or partnership which issues any check, authorizes any credit card, debit card or automatic withdrawal transaction or any other noncash payment in payment of any village bill, fee, fine or penalty which is not honored or is rejected by the involved financial institution shall owe to the village in addition to the amount due a charge in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
