(A) It is hereby made the duty of the Village Collector to render bills for service and all other charges in connection therewith and to collect all monies due thereon.
(B) The Village Collector shall be subject to the direction of the Village Administrator on a day to day basis. The Village Collector shall establish a proper system of accounts and shall keep proper books, records, and accounts in which complete and correct entries shall be made of all transactions relative to the waterworks and sewerage systems, and at regular annual intervals the Village Collector shall cause to be made an audit by a certified public accountant of the books and records to show the receipts and disbursements of the waterworks and sewerage systems. The Village Collector shall report monthly to the Mayor and Board of Trustees all delinquent water and sewer accounts, together with a statement as to what action is being taken to collect the delinquent accounts.
