§ 51.074 WATER SYSTEM.
   (A)   The water system shall be considered as made up of 3 parts: the source facilities, the public water supply system and the consumer's water system.
   (B)   The source facilities shall include all components of the facilities utilized in the production, treatment, storage, and delivery of water to the public water supply distribution system.
   (C)   The public water supply system shall consist of the source facilities and the distribution system, and shall include all those facilities of the potable water system under the control of the Village up to and including the point where the consumer's water system begins.
   (D)   The public water supply distribution system shall include the network of conduits used to deliver water from the source to the consumer's water system. The public water supply system shall also consist of the service saddle, piping from the service saddle to the curb stop, buffalo box, and curb stop.
   (E)   The consumer's water system begins at the outlet side of the curb stop and shall include all parts of the facilities from the source of the consumer's water system up to and including all piping to the point of use.
   (F)   The consumer shall be responsible for all repairs to the consumer's water system.
   (G)   In the event an owner fails to repair a component of the consumer's water system prior to the metering source within 48 hours from the date the Village notifies the owner that such repairs are necessary, the Village may perform such repair work and charge the owner of the premises served for the costs expended. In addition, in the event of an emergency, the Village may repair any service pipes and charge the owner of the premises served for the costs expended.
   (H)   Any work on the consumer's water system or any work in the public right-of-way shall require a permit from the Village prior to the commencement of any work.
   Payment of the above costs are subject to the penalty, delinquency notice, and service, and a lien against the premises for nonpayment of such costs shall be served to the same extent and with the same effect as for delinquencies pursuant to § 51.093 of this chapter.
