No statement contained in this Chapter shall be construed as preventing any special agreement or arrangement between the Village and Sanitary District and any industrial concern whereby an industrial waste of unusual strength or character may be accepted by the Sanitary District for treatment, subject to payment therefor, as set by the Sanitary District, by the industrial concern provided the payments are in accordance with Federal and State guidelines for the user charge system.
