(A) No person shall discharge or cause to be discharged any stormwater, surface water, groundwater, roof runoff, subsurface drainage, uncontaminated cooling water or unpolluted industrial process waters to any sanitary sewer.
(B) Stormwater and all other unpolluted drainage shall be discharged to sewers as are specifically designated storm sewers or to a natural outlet approved by the village engineer. Industrial cooling water or unpolluted process waters may be discharged on approval of the village engineer, to a storm sewer or natural outlet.
(C) All stormwater drains, including roof drains, yard drains, area drains, surface drains and subsoil drains may be connected to a storm sewer system where such system is available. All connections to storm sewer systems shall be with the express permission of, and as prescribed by, the village building inspector. If a storm sewer system is not available, such water drains may be emptied into natural outlets, not encroaching upon a neighbor's premises, by means of grade contour, surface conduit or subsurface conduit, or may be run onto the street pavement at the curb gutter except during periods of freezing temperatures between November 30 and the following April 1. In no case shall stormwater be discharged so as to run over a public sidewalk. To ensure containment of storm drain discharge to the confines of the owner's premises or diversion to an alternative natural outlet during periods of freezing temperatures when normal discharge would aggravate or otherwise make hazardous pavement surface conditions or cause storm ditch overflow onto a public roadway, a by-pass in the property owner's sub-soil discharge system must be provided.
