§ 51.039 DOMESTIC WATER METERS, SPRINKLING WATER METERS AND REPLACEMENTS.
   (A)   No person or corporation shall connect to the village's waterworks system without approval from the village and application for and installation of a domestic water meter.
   (B)   The village shall purchase and install upon application therefor, at the applicant's sole expense, a domestic water meter on each service pipe now connected or hereafter connected to the village's waterworks system; provided, that the sewer pipe and plumbing system are approved by the building inspector. Only 1 meter shall be allowed for each single-family residence, each apartment or multi-family building and each commercial building.
   (C)   The village shall purchase and install upon application therefor, at the applicant's sole expense, a sprinkling water meter; provided, that the service pipe and plumbing system are approved by the building inspector. Only 1 meter shall be allowed for each single-family residence, each apartment or multi-family building and each commercial building.
   (D)   Water meters shall be located at such places and in such manner as the building inspector or his representative shall direct, within the premises to be served, and shall be free from obstructions and conveniently accessible for the purpose of reading, inspection and repair and shall be a minimum of 14 inches off the floor. All water used on the premises shall be metered through the domestic meter. Sprinkling meters, if installed, shall be connected in series with the domestic meter with the sprinkling meter being the downstream meter and with no more than 4 feet of pipe connecting the 2 meters. Water for domestic use inside the residence shall be drawn through a "tee" fitting located in the pipe between the 2 meters and water for landscape watering shall be drawn from the outlet side of the sprinkling meter. Sprinkling meters may not be installed at any other point in the building's plumbing system. All such installations shall be made in accordance with the specifications to be prescribed by the building inspector or his representative, and such meter locations must be so situated as to prevent freezing of water flowing through such meters. If any meter is not kept unobstructed and accessible for reading and inspection, the water shall be shut off and not again turned on until the obstructions are removed and the meter made accessible.
   (E)   If any meter or remote meter register is replaced because of any breakage or damage, the owner and/or occupant of the premises in which the device originally was installed shall be liable for the actual replacement cost, including all necessary materials and labor.
   (F)   In the event that the user or owner fails or refuses to allow the village access to any premises for the purpose of reading, examining, testing, maintaining, repairing, or replacing any meter, the village shall be authorized, after written notice to the user, to take any and all actions to enforce the violation, including imposing a fine as permitted by this code, shutting off water service to the premises until such time as access to the meter is provided, and/or bringing an action in court or the local administrative hearing process. In the event of a water shutoff, service will not be resumed to the premises until the village has been provided access to the meter. The owner or user, as the case may be, can appeal a penalty imposed by this section by filing a notice of appeal with the village administrator within 7 days of imposition of any such penalty.
   (G)   New and replacement sprinkler systems shall be equipped with a WaterSense labeled irrigation controller and shall be in compliance with section 2.5(g) of the Illinois plumbing license law 1 .
