Owners of property abutting on sewer mains or laterals of the village shall make application to the village and install the sewer connections as set forth in this chapter. Owners of property which does not abut a sewer main of the village shall install at their sole expense a sewer main or lateral to the specifications of the village engineer. All costs and expenses incidental to the construction of the sewer main or lateral shall be paid for by the owner of the property to be serviced. The owner shall indemnify the village from any loss or damage that may be directly or indirectly caused by the installation of the sewer.
