Customers requesting service, upon proper application and payment of fees, will be entitled to connect to the systems, but appurtenances such as corporation cock, roundway, buffalo box and meter shall become the property of the waterworks, and shall be furnished by the applicant at its expense in accordance with village specifications. Connection to the system will be done by authorized personnel of the village at the expense of the applicant.
