If it is determined by the village president, or in his absence, the village administrator, that there is a water supply shortage due to lack of rainfall or mechanical failure, the village president, or in his absence, the village administrator, with notice to members of the board of trustees, is authorized to provide temporary rules regarding nonessential water use throughout the village.
