The mayor and village board of trustees are hereby authorized to make the rules and regulations consistent with this chapter for the connection to the waterworks and sewerage systems, specifying the types and sizes of pipes and all the other appurtenances and extensions thereto, and amend the same from time to time as may be deemed necessary. All service pipes and connections to the waterworks and sewerage systems shall comply with the specifications and rules. Any person, firm or corporation not complying with the specifications and rules for connections to the waterworks and sewerage systems shall be subject to a penalty as hereinafter provided.
