No person, firm or corporation shall engage in the business of garbage or refuse removal or scavenging without first obtaining a license therefor from the Village Clerk. All applications for the license shall state thereon the location of the place of business and the number of motor vehicles to be operated in connection with the business within the Village limits. The Village Clerk shall issue to each licensee hereunder a separate permit for each motor vehicle operated in connection with the business. The permit for each motor vehicle shall designate the name and year, motor and serial number and shall at all times be in the motor vehicle for which the same shall be issued.
