No garbage, litter, scrap building material, landscape waste or refuse of any kind shall be deposited in any street, alley or public way, and no garbage, litter, scrap building material or refuse shall be so placed on private property that it may be blown about or carried by the wind or carried by a person from the premises into any street, alley or public way.
