It is the duty of the City Council to cause inspections to be made of all properties served by the public water supply where cross-connection with the public water supply is deemed possible. The frequency of inspections and re-inspections based on the potential health hazards involved shall be as established by the City Council and as approved or directed by the by the State Department of Public Health. The city shall also make reasonable rules regarding the installation, maintenance, and testing of backflow prevention devices shall be of the responsibility of the property owner.
