§ 51.24  APPLICATION FOR CONNECTION.
   (A)   A property owner, contractor, or other person seeking connection to the water system shall first pay the water connection fee in full at the time application is made or at the time a building permit is sought, whichever shall occur first.
   (B)   Payment of the water connection fee shall be noted on the building permit.
   (C)   Main water meters shall be installed only by city employees.
   (D)   A second water meter, for measuring outside water consumption, shall be installed by a properly trained person at the direction and expense of the property owner.
   (E)   At the time a main water meter is installed, written notice thereof shall be delivered to the City Treasurer.
   (F)   A copy of the notice shall also be kept by the Department of Public Works.
