There is created the office of Waterworks Superintendent, who shall be appointed by the City Council and who, under the direction of the City Council, shall have control of the operation and maintenance of the water supply system and shall direct and control all employees of the water supply system who may be authorized or appointed by the City Council. The compensation of the Waterworks Superintendent and all other employees of the water supply system shall be fixed and determined from time to time by resolution, motion, or order of the City Council and may be changed from time to time at the pleasure of the City Council.
