§ 51.21  CONSTRUCTION AND MAINTENANCE OF SYSTEM.
   (A)   The construction, alteration, repair, and management of the water system shall be under the supervision and control of the City Council.
   (B)   The water supply system of the city shall be operated under the direction and control of the City Council, subject to all of the provisions and regulations and conditions set forth in this subchapter.
