Notwithstanding any traffic control signal indication or other right to proceed, no driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate his or her vehicle without obstructing or blocking the passage of other vehicles, bicycles or pedestrians.
