If an emergency or an apparent emergency endangering the public peace, health and/or safety of the city should arise, and the delay of established purchasing procedures would vitally affect the welfare of the city, the City Manager or any department head may purchase directly any supplies, materials, or equipment that the City Manager or department head deems to be immediately necessary. Within three working days from the time of purchase, however, the City Manager or department head who made the purchase shall file in writing with the City Clerk a detailed explanation of the necessity for the purchase for approval by City Council no later than its next regular meeting.
