Containers for the collection of garbage, refuse, or trash shall be placed for collection near the street or alley, whichever is designated by the City Council or the garbage collector. All garbage, refuse, and trash, excepting combustible materials, which is placed out of doors for collection or for other means of disposal shall be placed in metal cans or containers which shall be provided with tight-fitting metal lids.
