§ 32.08  DETERMINATION OF ACTUAL COST.
   Upon completion of the improvement and the payment of the cost thereof, the City Clerk shall certify to the City Manager the total cost of said improvement. The City Manager shall forward this report to the City Council, who shall by resolution approve or disapprove. If approved, the City Council shall direct the City Assessor to spread the amount of the exact cost of said improvement upon the special assessment roll.
