§ 32.07 COMPLETION OF IMPROVEMENT BEFORE LEVY.

Any provision of this chapter to the contrary notwithstanding, the City Council may, in its discretion, delay the preparation of the special assessment roll until after the completion of the improvements, in which case a special assessment roll shall then be made in accordance with the actual cost of the improvement.
