§ 32.04  FILING OF REPORT.
   (A)   Upon receipt of the report of the City Manager, if the City Council determines to proceed with the improvement, it shall so declare by resolution.
   (B)   The City Council, by said resolution, shall order the aforesaid report to be filed in the office of the City Clerk for public examination, shall determine the necessity of said improvement, shall state the estimated cost and what portion, if less than all, shall be paid by special assessment and what portion, if any, shall be the general obligation of the city, and shall so designate the district or lands or premises upon which the special assessment shall be levied.
