§ 153.01  PURPOSE.
   (A)   Historical preservation is hereby declared to be a public purpose.
   (B)   No structure shall be constructed, altered, repaired, moved, or demolished within the historic districts described in § 153.03 unless such action complies with the requirements set forth by this chapter, and by Public Act 169 of 1970, being M.C.L.A. §§ 399.201 et seq.
   (C)   The purpose of this chapter is to:
      (1)   Safeguard the heritage of the city by preserving historic sites and districts which reflect elements of its cultural, social, economic, political, and architectural history;
      (2)   Stabilize and improve property values in such districts;
      (3)   Foster civic beauty;
      (4)   Strengthen the local economy; and
      (5)   Promote the use of historic districts for the education, pleasure, and welfare of the citizens of the city and the state.
