No person shall construct or maintain any parking lot or space for the parking of motor vehicles adjacent to any sidewalk without first providing guardrails, blocking devices, or other suitable installations approved by the City Engineer adequately protecting the adjacent sidewalk from any encroachment or obstruction resulting from the parking of motor vehicles in said lot.
