Any person who willfully tears down, destroys, or in any manner defaces any signs, billboards, or notices on any premises within the city is guilty of a misdemeanor; provided, that such signs, billboards, or notices are not in violation of any ordinance of the city or law of the state and were placed by the owner or lessee or with consent.
