§ 134.04  FAILURE TO RETURN RENTED PROPERTY.
   Any person to whom tangible property is delivered on a rental or lease basis under any agreement in writing providing for its return to a particular place at a particular time who refuses or willfully neglects to return such tangible property after the expiration of the time stated in a notice in writing proved to have been duly mailed by registered or certified mail addressed to the last known address of the person who rented or leased said tangible property and with intent to defraud the lessor, if said tangible property is of the value of $100 or less, is deemed by so doing to have committed and is guilty of a misdemeanor.
