It is unlawful for any person to make available to, present to, or place within the reach of any person confined under the authority of the city any intoxicating or malt liquor, or, except as authorized by the Controlled Substance Act of 1971, being M.C.L.A. §§ 333.7101 et seq., any controlled substance, or any tool, implement, or other thing calculated to aid in the escape of such persons so confined, or any other person so confined, under authority of the city.
