It is unlawful for any person, firm, corporation, merchant, club, charitable institution, hawker, or peddler to vend, sell, dispose of, or offer to vend, sell, dispose of, or display an accumulation of used goods, merchandise, or other personal property in a private garage, other outbuilding, yard, or anywhere else on private premises within the city without first having paid a license fee therefor, as provided in this chapter.
