§ 92.065  DEFINITION.
   For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   SPECIAL EVENT. Any of the following: a parade conducted upon public streets or sidewalks; a block party, cul-de-sac party, or other neighborhood festivity requiring the closing of any street or sidewalk; or any other event that the promoters or organizers should reasonably expect to require an increase in police protection, a significant increase in motor vehicle traffic or parking in the area of the event directly related to the event or a congregation of people such as to unusually interfere with the ability of the general public to enjoy the benefits of public facilities and rights-of-way.
