A person propelling a bicycle shall not ride other than astride a permanent and regular seat attached thereto, except that he or she may stand on the pedals when going uphill. He or she will not carry any other person, except when the bicycle is equipped with an additional firmly fixed seat for that purpose, nor will any person ride a bicycle in any position other than authorized by this chapter.
