The City Council, after a hearing, upon reasonable notice thereof to the licensee as City Council may direct, shall revoke any license issued under the provisions of this chapter when the licensee uses the licensed vehicle for immoral or illegal purposes, or when licensee has become an habitual violator of the provisions of this chapter, or of the traffic regulations or of the laws of city or state.
