§ 111.05 CAUSE FOR DENIAL OF LICENSE.

   The City Council shall not issue a license to any person:

   (A)   Who has been convicted of unlawfully selling or possessing with intent to sale or deliver an alcoholic beverage, a controlled substance or counterfeit controlled substance;

   (B)   Who is not a citizen and resident of the state;

   (C)   Who has been convicted within the last five years of a felony; or

   (D)   Who is a habitual user of intoxicating liquor or narcotic drugs.
