No automatic dial protection device shall be used to report, or cause to be reported, any recorded message to the Police or Fire Department or its designated communications center. This shall not apply to a life safety alert system utilizing residential transmitting equipment designated for direct telephone access to dedicated control receiving equipment located in any public safety facility.
