No person shall ride upon any device propelled wholly or in part by muscular power upon any public sidewalk and adjoining crosswalks. These devices include but not are not limited to bicycles, skateboards, roller blades and other like devices. This section does not apply to public safety officials carrying out his or her official duties and those authorized to perform maintenance on city streets and sidewalks.
