(A) Public art shall be allowed in the downtown Central Business Program Area of the city.
(B) All public art shall require a permit and meet the terms of the public art permit application.
(C) The Lincolnton Steering Committee shall adopt rules governing the time and place of its regularly scheduled and specially called meetings, voting requirements and the appointment of committees. Public art requests shall be reviewed and considered for approval recommendation at regularly scheduled Steering Committee meetings.
(D) The Lincolnton Steering Committee shall consider requests according to the administrative policy, procedures and design standards established for public art.
