(A) This chapter shall apply to any film production activities taking place within the city limits, whether on public or private property. Examples of film production activities include, but are not limited to, staging or shooting motion pictures, television shows or programs, videotapes, and commercials.
(B) Note: The following activities are exempt from this chapter:
(1) News media activities;
(2) Charitable film production; and
(3) Student film production.
