602.01 APPEARANCE TICKETS.
   (a)   Issuance. Pursuant to the authority contained in Act 366 of the Public Acts of 1984, as amended, each of the following persons in the employ of the City is hereby authorized to issue and serve appearance tickets upon a person, with respect to offenses less than felony grade, if any of the following has reasonable cause to believe that the person has committed an offense in violation of State law or local ordinance for which the maximum permissible penalty does not exceed the penalty set forth in Section 202.99 of the Administration Code:
      (1)   The Superintendent of the Building Department, the Deputy Superintendent of the Department, the Structural Inspector, the Heating and Refrigeration Inspector, the Electrical Inspector and the Plumbing Inspector, in connection with the duties and functions of the Building Department;

      (2)   The Fire Chief, Deputy Fire Chief, fire marshals, fire inspectors and other Fire Department personnel authorized by the Fire Chief, in connection with the duties and functions of the Fire Department;
      (3)   The Environmental Ordinance Officer and Special Projects, and all Deputy Environmental Ordinance Officers, in connection with their functions and duties as set forth in Chapter 232 of the Administration Code;
      (4)   Community service officers, within the scope of their assigned authority;
      (5)   Emergency Police Reserve Force members, within the scope of their assigned authority;
      (6)   Parking enforcement officers, within the scope of their assigned authority;
      (7)   Animal Control/Ordinance Officers, within the scope of their assigned authority; and
      (8)   Registration Clerks, within the scope of their assigned authority.
   (b)   Appearance Tickets Defined; Contents. As used in this section, "appearance ticket" means a complaint or written notice issued and subscribed by a police officer or by any of the public servants described in subsection (a) hereof authorized to issue it, directing a designated person to appear in the Twenty-fifth District Court at a designated future time in connection with his or her alleged commission of a designated violation of State law or local ordinance for which the maximum permissible penalty does not exceed the penalty set forth in Section 202.99 of the Administration Code. The appearance tickets, with respect to numbering, form and copies, shall comply with the requirements of M.C.L.A. 764.9f, as amended (M.S.A. 28.868.(6), as amended).
