§ 130.98   FINE SCHEDULE.
   (A)   Fine schedule for minor misdemeanors. A fine schedule, which applies to criminal offenses where the penalty is a minor misdemeanor for guilty pleas or findings, is hereby adopted by reference as if fully set forth in this section.
   (B)   Payment of fine. The fine must be paid by the defendant charged to the Violations Bureau Clerk during regular business hours within 168 hours of issuance, unless the payout citation is registered for court.
   (C)   Physical arrest. Physical arrest of any person charged with a minor misdemeanor is permissible only in cases where:
      (1)   Offender requires medical care or is unable to provide for his or her own safety;
      (2)   Offender cannot or will not offer satisfactory evidence of his or her identity; and
      (3)   Offender refuses to sign citation.
