§ 117.11   APPEALS.
   Whenever the Clerk shall have refused to authorize a public vehicle license, or whenever the Finance Director has suspended or revoked a public vehicle license, the applicant, within ten days after receiving notice of such denial, suspension, or revocation, may appeal to the Village Manager. The Village Manager may either consider such appeal on the evidence produced before the Clerk, or permit the introduction of new evidence, inspections, and tests. The decision of the Village Manager shall be final. However, when the Clerk's refusal of a license shall be on the grounds of public necessity and convenience, then the applicant within ten days after receiving such notice of such refusal, may appeal to the Village Council. The Council may either consider such appeal on the evidence produced before the Clerk, or permit the introduction of new evidence, inspections, and tests. The decision of the Village Council shall be final.
