(A) No firm or corporation or any owner, agent, employee, or driver, shall operate or permit to be operated a vehicle as a public vehicle, or to offer the services of such a vehicle as a vehicle by solicitation by voice, by sign, public advertisement, or otherwise, unless the proper license has been issued to the owner thereof and is in force.
(B) Every license shall expire on December 31 of the year in which it is issued. In the case of license issued for the operation after July 1 of any year, the fee shall be 1/2 of the per annum fee. License fees for each taxicab shall be payable to the Finance Director in the amount of $25 per annum.
(C) The license fee required by this section shall be in addition to any fee required by the state laws.
