§ 116.06   INSPECTIONS OF HOMES.
   (A)   The Building Commissioner under the direction of the Village Manager shall at all times have access to the boarding or nursing homes for purposes of inspection, and is authorized and empowered to inspect the same or cause the inspection thereof to be made whenever and as often as he or she may deem proper. If on examination the Building Commissioner shall find that a home is being conducted, managed, or maintained in violation of any ordinance or regulation of the village or of any state laws, he or she shall report same to the licensee by registered mail. A notice of suspension shall show the period involved which shall not exceed 30 days. The Finance Director shall suspend or revoke the license within ten days after receiving the returned unopened notice of the suspension or revocation to the receipt thereof signed by the licensee or his or her duly authorized agent.
   (B)   Should the license of a home be revoked or suspended under this section, the licensee shall have the right to appeal the action to the Board of Appeals of the village which on receipt of the notice of appeal shall hold the revocation or suspension in abeyance pending its decision. The Board of Appeals shall fix a date of hearing and shall notify the Finance Director and the licensee. The Board shall have full power to affirm, modify, or reserve the decision of the Building Commissioner.
   (C)   In the event of revocation or suspension, the licensee shall surrender his or her license immediately and within 30 days relocate all admittees in approved housing.
