The structure in which the boarding or nursing homes are to be lodged shall comply with all zoning, building, health, and other regulations of the village. On filing of the application all respective departments shall make a strict investigation of the location or the plans for the proposed location, and on finding that the location or the plans for the proposed location are in accordance with applicable law, the Finance Director shall issue a license to operate a boarding home or a nursing home or as the case may be.
