The grantee shall provide the QUBE interactive service, as set forth in Exhibit A, to the village providing that sufficient franchises are granted to the grantee from the members of the Intercommunity Cable Television Committee or from within Hamilton County sufficient to provide access to 75,000 potential dwelling units.
