(A) In the event of an emergency or disaster, the grantee shall on request of the village, make available its facilities to the village for emergency use during the period of such emergency or disaster and shall provide such personnel as necessary to properly operate under the circumstances.
(B) The grantee shall incorporate into its facilities the capability for an emergency interrupt whereby the village in time of crisis may be able to introduce a bulletin on all channels simultaneously.
