§ 111.10   POSTING BILLS ON STREETS.
   (A)   No person shall hang or tack on or attach to any pole or other structure on any street, avenue, alley, park, or public ground of the village, any handbill, card, circular, or other printed material, including directional signs. However, such signs may be posted with the permission of the Village Manager in or on publicly-owned parks and playfields, publicly-owned parking facilities, publicly-owned buildings, highway destinations, highway routes, business districts located off major thoroughfares, churches located off through highways, bridges, interchanges, or ramp connections.
   (B)   Temporary signs giving notice of public hearings of agencies of the village may be posted in locations approved by the Village Manager.
   (C)   Newspapers of general circulation in the village may be sold from racks, containers, and bags attached to poles and other structures on village sidewalks in accordance with rules and regulations promulgated by the Village Manager relating to the safety and unobstructed use of the streets by vehicular and pedestrian traffic posted in locations approved by the Village Manager.
   (D)   Whoever violates this section is guilty of posting bills on streets, a minor misdemeanor.
