(A) The registration of a distributor under the provisions of this chapter shall not be deemed a license to circulate any lewd, or other undesirable printed matter contrary to existing ordinances or state or federal regulations.
(B) The registrant shall assume full responsibility for an orderly and mannerly distribution of his or her printed matter so that private premises, yards, the public streets, or right-of-ways shall not be littered with the same.
(C) The registration of any person, firm, or corporation under the provisions of this chapter shall not be deemed to constitute a license to enter into any premises for the purpose of distributing any literature or printed matter contrary to the wishes and desires of the owner or custodian of such premises.
