Permission to register shall be granted to no person, firm, club, association, or corporation unless the name of such person, firm, club, association, or corporation responsible for the posting or distribution of such advertising media, pamphlets, handbills, circulars, literature, or other printed matter shall be conspicuously indicated on the material to be distributed.
