(A) No person, firm, club, association, or corporation shall distribute, or post any commercial advertising media, circulars, pamphlets, literature, notices, or other printed matter of any nature within the village unless such person shall first register with the Police Department of this village, and shall pay a registration fee of $1, except as provided herein.
(B) Churches, schools, and charitable organizations shall be exempt from the payment of any fee under the provisions of this chapter.
