§ 31.05   ABSENCE OR DISABILITY.
   The Village Manager pursuant to the Charter shall designate, subject to the approval of a majority of the Council, a qualified village administrative officer to exercise the powers and duties of Village Manager during the temporary absence or disability of the Village Manager.
